This esteemed recognition honors Dr. Brock’s exceptional contributions to patient safety and her unwavering dedication to advancing healthcare solutions that protect patients and improve outcomes nationwide.

Dr. Brock, a distinguished physician-leader with over 20 years of experience in population health management and quality improvement, has made significant strides in enhancing patient safety through her collaborative leadership and innovative approaches. Prior to her recent retirement, she served as Medical Director at Telligen, where she provided critical clinical expertise to numerous CMS programs, including the Data Validation and Administrative Contractor (DVAC), the Partnership to Advance Tribal Health (PATH), and various Quality Improvement Organization (QIO) contracts.

Dr. Brock’s work is deeply rooted in the belief that patient safety is co-produced with patients and their families. As Co-Principal Investigator for Project ACHIEVE, funded by PCORI, she led efforts to establish an evidence base for patient-desired outcomes in care transitions. Her qualitative data collection from site visits ensured that the “patient voice” drove the research, resulting in published findings in BCM Health Services Research. Additionally, she developed psychometric surveys to assess patient and family caregiver experiences during transitions, empowering healthcare systems to treat patients as active partners in their safety.

Dr. Brock’s leadership has had a profound impact on national healthcare policy. She has served as President of the American Healthcare Quality Association and as a member of the National Quality Forum Leadership Consortium. Her advocacy efforts have notably improved outcomes in underserved communities, including her work with the Indian Health Service (IHS) to align CMS goals with IHS priorities for American Indian and Alaska Native populations. Dr. Brock was also instrumental in the development of the Affordable Care Act’s Community-based Care Transitions Program and continues to volunteer with Project CURE in Africa to enhance global healthcare delivery.

Dr. Brock’s initiatives have led to documented, measurable enhancements in patient safety. She served as a lead facilitator for the University of Wyoming Extension for Healthcare Outcomes (ECHO), providing real-time clinical insight and facilitation support to local improvement teams. Even in retirement, her role as a clinical peer reviewer for JAMA, AJMQ, and Medical Care ensures that the medical community continues to adhere to the highest standards of evidence-based safety and quality.
